Licensing Laws in London - Let the Good Times Roll
Licensing laws in London are similar to those in many other countries. People who are age 18 or older can purchase alcoholic beverages, either at a restaurant or pub for consumption on the premises, or from an off-license such as a speciality shop or grocery shop where you are meant to take the drink home with you.

Licensing laws date back to the time of World War I when drunkenness was deemed to be a threat to the productivity of workers. The first laws severely limited the sale of alcohol, allowing it to be served only from 12:00 PM to 2:40 PM and 6:30 PM to 9:30 PM. Over the years the rules became less stringent, and in modern times the “last orders” at most pubs took place at 11:00 PM. Nightclubs have traditionally been allowed to stay open and serve alcohol much later, and as of the year 2000, pubs have been allowed to stay open for 24 hours during New Years celebrations. In 2005, things changed a bit regarding the licensing in London. New regulations took effect that actually did away with any set statute regarding the hours a pub can be open and selling alcohol. This has meant that the “permitted hours” for the sale of alcohol are technically 24 hours a day. Some establishments have indeed petitioned for 24 hour licensing for their pub or nightclub, and have succeeded in securing that right. Other pubs prefer to maintain “normal” business hours, but retain the option to stay open later for special events. Laws were rewritten because of the perceived binge drinking that accompanied the early pub closing hours, as patrons hurried to gulp down their last beers, as well as the rowdiness and disturbances to the peace that ensued when numerous pubs all turned out their tipsy customers at the stroke of 11:00 PM. London’s licensing laws have changed, but there is some debate about whether or not it is for the better.
